Balloons and cakes are part of celebrations and this is one of them, the set ..and many many more from Stampin’ up. The balloon and cake are embossed. A ribon substitutes as the string on the balloon.

this is cute, but if the balloon were attached on a accordian fold and stuck out it would look like it was floating (maybe?)
